The law was passed in May, and still no foreigners / yabanci can get their tapus. Am sure they are trying to sort this out quickly.

Have you considered Turkey, they are looking at accession to EU in 2015. The climate is wonderful with over 300 sunny days, with milder Winters than UK & NI, but also having the 4 seasons.
