Occupations under ceiling have higher thresholds. Latest invitation round threshold for Other Engineering Professionals was 70 points.
Electronics Eng was 65, Chemical Eng 70, etc.

They say:

check the SkillSelect again. They made a correction on Visa date of effect - now it is 02/07/2012, and explains your situation I supose.

which is quite odd, and may lead to the conclusion that skill select doesn't work properly.
that is just my opinion.
