if you meet the criteria for PR136 then you can apply anytime!
You don't even need to come on a temporary visa to start with!
But you will have to leave australia to have your visa validated....

I believe they are taking technicians in at level P1. It's worth getting in your application if your serious, or e-mail them via the website to enquire more about it.

Yes Certified copies are good but if I'm right as Michelle said the Uni will only send the transcript to where you want it not to yourself! It may not be all Uni's mind!
