From the article they were referring to Calgary. For Toronto it is entirely different as our 400 series highways are the busiest in all of North America.

For me it would take up to approx. 3 hours...

Here in Ontario there is a 7 day cooling off period where one can cancel without any repercussions. Suggestion would be to take your story to a news channel and perhaps they can do a story on this...

I would go on the Canadian Government Website and review the process for getting a new licence.

At least that way you will know for sure the requirements.
