Since normally the salaries and savings are higher in UAE approx AED23000 to AED40,000 per month (plus benefits), I suppose it should not be too much problems.

For low salaried people who dont have money sitting in their bank accounts there are state health care plans (like NHS) in US called Medicare, Medicaid, CHIP, CHIP Perinate etc. etc.
