Because Britain has the least regulated labour market in Europe. Hence it is the easiest country to disappear into the black economy.

Some people on this thread do not seem to realize Inland Revenue/Customs have even more power than the Police.
Incidentally this dates back to the time when their powers were granted by the Monarch....

I've driven into Richmond Park (London) and had to drive out again many times because there is just nowhere to park the car. They have even put spikes all along the roadsides now to prevent us...
