In the UK i had a right to pull a trailer and drive a 7.5 ton vehicle,however, my Portuguese licence does not allow me this privilage. Does "registering" a licence alter this situation ?.I am well...

Fact is quite simply the Portuguese DO NOT BUILD WITH HEAVY AND PROLONGED RAIN IN MIND. A guarantee is not what one might expect it to be,so be more than sure that your contract with your builder...
