Bear in mind that you pay the licence if you have any equipment capable of receiving a tv signal which includes monitors, cctv, and by some standard tablets. Phones are exempt.

I think it's up to the comune if they decide to do it, not the debtor - and as most comune already have farmed these debts out to the riscossioni I doubt there will be much change.

I would have changed notaries. Usually now nobody translates the atto itself because it can run to many pages. Much easier and cheaper is to do a POA to a3rd party who then signs on your behalf. ...
