I would say say that the response to your two questions likely would be yes and yes.
I suggest that you wait at the very least six months and preferably a bit longer before you try the ESTA once...

You made the mistake of applying for ESTA within a mere month of your denied visa application.
You should have waited at the very least some six months before making the ESTA application...
