Viewing via a VPN (for iPlayer, C4 OD, ITV CatchUp etc) is not illegal. Viewing live streams would require a UK TV license, but pre-recorded content does not. The iPlayer is all pre-recorded.

Streaming/downloading via a VPN connection is not illegal.
Allowing others to download from you (uploading) IS illegal.

Since P2P networks mostly insist that you keep a decent up verses down...
