Cost and level of security afforded. The ship needs to be protected. Usually that means a load of 40ft containers piled upon eachother on the quayside with a controlled access point. (This stops someone driving at high speed directly at the ship) and seaward side there is usually some form of protective boom that will stop a USS Cole type incident.

Plus I guess a force of habit element. I first came to Dubai in the early 90's on a warship and it docked in exactly the same spot as they do now (albeit without all the "force protection" required in todays climate.

All this still doesn't answer the question. The main entrance to PR is very secure. If he entered the port then I'm sure its on CCTV. Period.

So a very small article in Express today, says the RN are now involved in searching for Timmy, don't know what they hope to find
