Whatever the recent history as a derogatory term, it seems pretty clear that the word has been in use for 120 years or more.. and is derived from the Romani word for "boy" .. as such, old farts always think the young people of today are worse than the young people of earlier times.

It's the newest word for people who are considered to be social undesirables to one extent or another. I've heard it used to refer to perfectly well-behaved and intelligent teenagers who happened to wear Adidas jackets and live in less desirable areas: nice way to label the future of our country.

I think this is just another excuse for some people to look down on others less fortunate than themselves. Yet another manifestation of the British obsession with class. As if by pointing out how 'low class' others are we somehow elevate ourselves. Only to me the only people who look low class are the ones doing the mocking.

Same thing if one was to be labelled as being from "East County" there are a whole host negative connotations associated with that also.
Hearing both used just smacks of snobbery to one degree or another I.M.O .

'look down on'. If by this you mean criticise certain behaviours (such as those on the JK show) which are worthy of criticism then yes I (unashamedly) 'look down on' people like that. In ths same way I unashamedly 'look up to' people who have behaviours which could be considered laudible - including from people who may come from the same social strata.
If it has a class element to it then this is more circumstantial than a determined effort to target 'chav bashing' to certain classes as such.

I am most definitely from working class stock with a strong regional accent but I do not and have never considered myself to be a chav.

The good part of the lower orders is respectful, knows their station in life, "salt-of-the-earth" types and would only aspire to upward mobility through hard work and educational attainments.
The bad part of the lower orders are resentful of their betters, lazy, don't know their station in life, dress in what they think is classless, fashionable clothing.. those are the chavs.

I think there is a strong element of English snobbery & class discrimination in the "chav" phenomenon and what you say about being "working class." There is "good" lower class, and "bad" lower class.
The good part of the lower orders is respectful, knows their station in life, "salt-of-the-earth" types and would only aspire to upward mobility through hard work and educational attainments.
The bad part of the lower orders are resentful of their betters, lazy, don't know their station in life, dress in what they think is classless, fashionable clothing.. those are the chavs.
