Except when they drive, or get violent, or operate heavy equipment,
or do pretty well anything irresponsible, you mean?

Of course they do. Maybe not on the ships, but few would suggest that
a couple errant whiffs of smoke on the ship is going to be more than
annoying.

The air is blue with smoke on passenger ships where smoking is allowed and it is
extremely annoying.

I was referring to starting a fire in terms of short-term danger.
Drunkards who fall off a ship don't kill people that way nor in the ways
those behind steering wheels of assorted vehicles do.
