In the UK, it would normally only be worn by workmen, where high visibility
is important, in the building trade or on roadworks, for example. My local
Fire Brigade has also changed to golden yellow uniforms, again for better
visibility. My rain gear is a dark blue, knee-length Barbour waxed coat.

or wink at the two of you on a Thursday? I thought everyone knew that wearing
