The local gemeente is very good with issuing licenses and most other things,
including advice on what to do with requests by the FO to registers as an alien.

Naturally car registration is one thing. We have to always register motor
vehicles in the EU countries to the country of residence regardless of the
country of export. And issuing driver's licences is an entirely different
matter altogether. I don't know how much the introduction of the EU driver's
license has actually integrated licensing in the EU. However, a license
issued in one EU country is fully recognized (or so I tend to believe) in
all the other EU countries. It isn't necessarily so with non-.EU licenses.
For instance Italy can be a bit picky in this respect and both central and
north European countries have more relaxed attitude on "foreign" licenses
(unless they are decently readable in terms of local authorities).
