I am sure I did read what you wrote i even copied it to make sure!!

I do not carry a passport, I am not required to. As a 13A holder I do carry my ACR card as instructed.

What part have I not read and understood?

You stated that foreigners can't get a passport to which I answered that it's mandatory that foreigners hold a valid passport.

We do not qualify for a passport. Only citizens can get one.

Passport holders do not need visas. But passport or not, you will still need PhilSys. It has nothing to do with passports.

This thread is getting silly.
Passports 101.
All Expats need passports ( of their home country) Filipinos do not need passports unless they go ex-Philippines then they need a Filippino passport.
All Expats with their passports need visas.

What’s the problem. I have U.K. passport, Philippine 5 year driving licence, 13a visa, all of which have photo ID. If I am required to obtain further ID it’s no big deal.

This thread has nothing to do with passports nor visas.

That is fine. That is what I am looking for. For us, they already know who we are. But then again, this will be different. The BI does not share your info with everyone. The PhilID can be accessed by basically any agency. And what about the updatable file they are going to keep on us? Then what if it is hacked? And the whole retinal ID thing is scary. Either way, just something people should be talking about.
