No, even spouses can't enter at the moment unless they have a pre existing residence visa.

Foreigners married to Filipinos or parents of Filipino children are allowed to enter. They must arrange a visa before arrival, a 9a visa will suffice, but has to be before arrival.

But the embassy is not issuing visas at the moment.

I know of several people that have arranged visas from Abu Dhabi, so don't understand why it should be different in UK
