The tone of this post is actually quite vindictive. The OP obviously dislikes his/her colleague and methinks there's a bit of jealousy involved here as well.
Meanwhile, the unsuspecting colleague thinks the OP is someone she can trust with personal information. The real moral of this tale is be very careful who you choose as friends..

Each person acts to his/her own conscience and there are two sides to every story (and we only know half of this particular story!) and to be honest I am a huge believer in Karma....so if Karma comes and bites a big chunk of their arse then so be it....and if not lucky them!!

Sad but true that a lot of people like this colleague find themselves caught between a rock and a hard place. If they want to stay they have no choice but to go along with it.

If she isn't skilled and she's fidding the system she's being dishonest, teh OP has every right to wonder WTF is up.

It is perceived to be corruption free, because basically it's very un-Kiwi to dob someone in, fuelled further by the very few degrees of separation, 'matesmanship' and the 'she'll be right' attitude.
Without any evidence it's all 'hearsay', so there's very little anyone could do without jeopordising they're own employment arrangements.

But, as someone famous once said, it is easier to take a million people for $1 than a single person for $1m. So a little hurt of a lot of people goes unnoticed and when it is noticed it gets this sort of reaction, particularly from those taking part (basic self-justification)....
The situation described by the OP requires several different falsifications to take place, many of them at the employer level, I'd guess the employer has a good (to them) reason for doing this.
