My niece passed her test fairly recently in the UK and there was no legal obligation to use P plates. Its a voluntary thing there to make people aware you are a new driver -unlike Australia were its a legal requirement.

My son moved to UK while on P plates. They swapped his WA licence for a full UK licence. No need for plates.

the use of R plates in Northern Ireland used to be , not sure if it still is
