Well in theory the only two possible venues in the UAE/AD are the two big stadiums in AD.

As to the insurance, if they got it to play in Turkey than the UAE shouldn't be a problem.

They would not be part of the F1 - this would be a standalone event - unless of course they see it as a one off event and it is not part of their 360 tour.
