It just seems that they are adjusting the rules as they realise the rules that they have created are flawed and/or do not encourage the visitors that they want..
It will all come out in the wash over the next month or so,but for those living here on visit visas from GB EU etc, still potentially some nervous times ahead...

i am sure it will get changed again once they realise they have made things worse for tourists/visitors etc.
