You don't need a Nakheel pass to get onto the palm.

Have they driven on the Atlantis road at the end of the Palm recently? I last drove on it back in April and there was definitely clear signs of subsidence there then. Massive pot holes, raised bits, sunken bits, etc. It looked terrible for a road which is only a few years old.
