Obviously this is a wind-up. He is having a laugh at every response. USCIS does not have anything to do with a visa issued by the US Consulate/Embassy and if he really had a visa he would know this.

I'm American and my fiance was Iranian, going through the Embassy in Turkey, and I used Britishexpats the whole way through his immigration. No connection to the UK whatsoever.

If you don't send the passport and envelope, you can't fly.

If you send the passport and envelope, they might cancel your visa... but they might not. There is no way to know ahead of time.
