That's not in the reciprocity information, but it's on the main page i.e. telling you that if you've lived in a country for a certain amount of time you need a police cert from that country, or if you've ever been arrested anywhere in the world you need to submit records from that country etc. It also says present and former residents of the US don't need to submit one from that country. But it's also very clear when you submit to NVC what documents are required too, which is more specific for each application.

True enough. That said, OP in this particular thread was asking what she might get in advance of it actually being needed. Although highly unlikely, OP just might be a diplomat’s kid born in the US so that US birth certificate may be needed. Also, in case OP did have an encounter with the law it will show up on the US records check and the underlying information will have to be produced. (When I was in practice, I was mildly surprised at the frequency of shoplifting arrests. Not to mention alcohol related traffic offenses.)

I will admit to seeming to be a tad paranoid, but it is based on long experience.
