Like I mentioned earlier, your husband must have received packet 3 from NVC. This packet contained DS-230 part1 and to send copies of the first two pages of his passport. After he sends these documents, NVC finally check to see if everything is in place. If evrything is in place, NVC sends your husband's case to the consulate here in london. The consulate then send your husband Packet 4. Your husband will definately received packet4 before his interview. It is not compulsory that your husband sends the check list back. On the day of the interview, he will have to take all the documents that was sent to him by the embassy.
Yes the embassy here do not waste time with CR-1 cases sent to them by NVC.

Like I said earlier, there is no problem to change your husband's date of interview. But be advice that you are not the one who is going to give them date for your husband's interview the next time. If your husband requested in writing to have his date change for interview, the embassy will have 100% rights to set any date for future interview.
Please take this advice. Let your husband go for the interview on the date
they mentioned.

Thanks for the info...........we kinda figured all that out the last day or so........lol. Also, I realize we are doing CR-1 and not DCF.......DCF was not an option for us. Also, I have tried to encourage him the keep the date he has now.....december 30th, but he says he cannot afford to change his ticket, then turn around and buy another one to come back here on.
I have left that decision in his hands............we have waited 4 years total to be together permanently, we can wait a few more months!!

One source of confusion that I see here is the use of the obsolete Packet 3 and Packet 4 terminology. The packet system no longer exists, but there are enough similarities with the K visa process that the terms are still somewhat useful. Such is not the case with the immigrant visa.
The DS-230 that your husband received (you and he both should have received a DS-3032 prior to that?), and the I-864 bill that you received, are somewhat comparable to Packet 3. But they come from the NVC, not from the IV unit at the consulate. This web page and the links on it may help you to understand some things a bit better:

Just wanted to thank everyone again for their help and advice and support. My husband and I both received emails this moring from London, and his interview has been rescheduled from the 30th of December to the 19th of January (4 days before my birthday!!)
