It seems to be construed as terrorism as the two individuals made a very public display of their attack (a murder) and were keen to be filmed while waiting for the police to come. The fact that the victim was a soldier near a military barracks also reflects on motives. Although the two individuals speak with South London accents and seem confused about their identities, they do seem to have been radicalised in some way.

I see what you are saying but perhaps by calling it terrorism gives their action political validity? It certainly gives them the publicity they want.

I'm more alarmed that it took the armed Police twenty minutes to arrive and that after shooting them they took them to hospital.

That is odd. Quite a delay and the eyewitness accounts suggest the suspects were simply walking towards the car (although one was carrying a gun). Taking them to hospital is normal.

Apparently they were on a corner 2.5 miles away, so 20 minutes is still quite a delay.
On one of the video clips, the meat cleaver guy is ranting to the camera, and an old lady can be seen in the background walking along with her shopping roller, casually looking at one of corpses on the road, and then brushing past the blood stained killer as if it's all some kind of movie set. A bit surreal, really.

My guess is what you have here are young people of certain ethnic minority that feel marginalize and discriminated again by the dominant society and who have conflated and subsequently transferred their feelings onto a simplistic and reductionist ideological analysis of British and some other weak notion of “The Westâ€, foreign policies. This violence is abhorrent, but if we are going to try and find the causes and thus the treatment, over simplifying the problem ourselves, while satisfying, is not terribly helpful.
