Inconsiderate Scum Bag - What Do i Do

proper response - but diff - our neighbours (we have just moved in to new house) have little ratty dog.
Have been poop collecting in my garden and a few times thought hmm thats a bit small for my dogs - also kids playing on front lawn - stepped in poop - hmm thinks me - mine dont go out front unless on lead. ..
drive home from school pick up t'other day to find small dog about to dump pn my lawn - honk honk -scared life out of it and it ran away . .
Sat - am out front sorting car - small yappy thing comes running accross from next door giving it large - I look at it and say oh for gods sake shut up you rat . . . Neighbour calls it - it runs home, then straight back again -
Scooby then comes trotting out the garage to see what the noise is all about- small rat gives it large to Scoob - silly thing . . Scoob chases across lawn - can see him thinking - hmm squirrel . . but he came back when I called him (was bloody suprised at that!) small rat stood on his side of lawn barking.
Today I suddenly see my two fly across the garden with small streak of rat in front - bloody thing can get under back gate . . hopefully the fact that my two chased it off will stop it - BUT I give it one more chance then I will be visiting the neighbours - with either RAT by scruff of neck or bag of poop!

I haven't read back, but I'm sure I said I make the dog go before we go out on a walk....if I didn't I certainly meant to.
The smears would of cause be of shit. I have never complained about it as it appears to be the done thing. Doesn't mean I like it, my dog doesn't do it on anyone's lawn, including mine.

I find a very simple solution to owners letting dogs crap where they shouldn't, and not cleaning it up afterwards.
Take photos or video of the offending dog, bag the crap, then leave it on the front porch of the offending owner minus the bag (preferably where they'd put their foot when stepping outside). Alternatively, find a way of depositing the crap in the intake vent (probably under the hood) of their car's AC system.
