Should a full English breakfast have potatoes?

It should have chips, not hash browns which are too North American.
Although that does raise the debate about what constitutes a "Full English" breakfast.
My assertion is it's;
Fried eggs, bacon, sausages, chips, baked beans, fried mushrooms, fried bread, toast and a mug of tea. And if you want to really lend some authenticity to the experience, then it's with a lit Benson while reading a copy of The Sun.

Not normally, but scalloped potatoes (of the non fancy variety) are okay.
Definitely not chips.
But sometimes they're okay. Home fries seems to be the thing in these parts, but they're more like potato wedges.
I wouldn't turn it down but replace the mug with a cup, replace the sun with the guardian and I'll hold a pen rather than the B&H.
