CO appointed 11th March 2010 ( I didnt have a clue about that and i was only infomed that i had a CO after easter 2010, previous calls were all replied "NO CO" even though i had one.
CO made 1st Contact 5th May asking for my medicals.
Medicals completed 7th May. ( CO goes on leave and informs me he will decide on the 20th when he returns back to his office in Parramatta, after he has seen medicals. He also informs me i have cleared all other tests and checks and only medicals in outstanding since i didnt submit them. )
CO returns on 20th May and decides in 3 hours of his return. Gentleman of man. He kept me well informed all along and even told me he was going on leave for 8 days.

First suitable skills assessment needs to submiited for all applications after 1 Jan, 2010. As you have lodged in Dec, 2009, you didn't have to submit
Second, this requirement is only for 885,886 and 487. It does not apply to 856visa. DIAC should have wait until you submit your assessment
I didn't get how the assessment is related to onshore or offshore visa. When you applied for 856 in OZ, which visa you had that time and do you still vaid visa? Yes only certain qualified visa can apply for onshore.
How did you change from onshore to offshore. In my opinion, 5 month period should have started from the date of your application, but I could be wrong as it's nearly six months now.

My skills assessment was assessed and approved on 16th dec( i contacted vetasess and they told me this!), so it would have been on my agents desk by 19th dec so I'm thinking that they had 12 days to send it to the CO before the new policy came into play.. Right or wrong?? I think my agent didn't act in time to get my assesment sent off I'm time before 1st jan..I think that's the reason I had to leave the country and apply off-shore...
You also said that you don't need to send full skills assessment with main 856 visa??

When I lodged my main application on 02/12/09, I was on my 2nd year working holiday visa, once the application was lodged I was put on a bridging visa while my application was being processed..
Then on the 01/03/10 I was told I had to lodge a new offshore application reason being that I only had a reciept of my skills assement at the time of my main application.. I had 28 days to leave the country and departed on the 01/04/10. I was told 2-4 weeks because everything was approved and I had CO already assigned..now they are sayin 5 months..

ENS 856 via Parramatta lodged 03.02.10

Luckily I hadn't seen this site as from week 8 to week 11 - I was the most frustrated pom on the planet.

If you are not offered $165K or you did not work for 2 years on 457 visa, you need to have positive assessment. It does not matter if you are applying for 121 offshore or 856 onshore, assessment is required. If you will go through application check list, it says "Evidence of a skills assessment and work experience must be provided with your application at the time of lodgement".
As you have already applied for assessment and you or your agent could have spoken to CO and could have shown him receipt. I am still not convinced why they have asked you to submit new offshore application.
On Jan 1, 2010 requirement to have original assessment is only for these visas 885,886 and 487. Have a look here

There is nothing mentioned about 856/121 visa.
I am trying to say evidence could be just receipt at that stage. Also when you submit your application, DIAC normally check if application is valid or not. If it's valid it goes to next process otherwise they ask for more details. As you said CO was already assigned, this means your application was valid and assessment can be submitted at later stage

I went in under IT / Internet Sales I believe GMD. MA told me yesterday she has all her Jan applications processed now and is expecting Feb's to start. Given me a new timeline of July....
