I see the following:

Passport services

We’ve put measures in place to protect both you and our employees’ health and safety. These measures have affected how quickly we can process applications. If your request is urgent and you need to contact usIf you do not need your passport urgently we ask for your patience while we process your application.
plus this:

In Canada

Passport services are available. You must applyeither
The "provide proof that you need the passport" item shows this:

You must provide proof that you need the passport

Proof you need the passport can be
  • an airline, bus or train ticket
    • If travelling by car, a written statement explaining why you need to travel
  • a travel itinerary showing proof of payment
  • proof of illness or death in the family requiring you to travel
  • a written statement from you or a third party explaining why you need the passport
    • For example, for legal, banking or residency requirements
If we can’t deliver the passport in time to you or your child, we aren’t liable for any losses.

We recommend that you don’t finalize any travel plans until you get your passport.
So it does look like the appointment thing is only if you have travel booked, or an urgent need for a passport.

I was told in no uncertain terms that I couldn't go in to their office to apply. I had to send it via mail/courier. So we sent everything off on Dec 3rd. Confirmation received of delivery on Dec 6th (from courier, not service Canada). Since then...nothing! They haven't even taken our money. Thank goodness we're not travelling anywhere for the foreseeable future!

I read all that 3 or 4 times before Christmas. But note that it says .......

tProof you need the passport can be
  • an airline, bus or train ticket

There are only 3 stations from which you can take a train into the US, and I think only 1 train from each station (although there may be several departures per day) ........... Montreal, Toronto and Vancouver. Note that most of the Amtrak "trains" shown as departing from Vancouver are actually on a bus! All other trains are domestic travel

Yet I was told in no uncertain terms that a Canadian Passport was NOT to be used for identification in Canada. So how does that apply? And how does it apply to Banks?

Interesting, TD states this on their page when asking about opening a new bank account and what ID is needed: "A valid passport or 1 piece of valid Canadian government-issued photo ID (such as a driver's license or permanent resident card)" Also, looking at elections canada website (https://www.elections.ca/content2.as...g=e&section=id) It has a "Option 2: Show two pieces of ID" section, and for the list of items there is has: "Canadian passport (accepted only as proof of identity)".

It looks like DriveTest in ontario also lists a Passport as means of ID when getting a new drivers licence, also seems like applying for an OHIP card says the same thing for Canadian citizens too: "Canadian passport. valid or expired no more than five years"

Unless I am missing something, that would contradict what you were told, which I agree sounds more than a little odd.

Just wanted to share my experience as I literally just did this a month ago. In-person applicant in Montreal for a passport the day after I got my certificate of citizenship. I think I paid a small surcharge and got to pick it up 10 business days later. I cannot stress enough how much of a lifesaver in-person applications are if you can do it - you don't have to wait on Canada Post, you don't have to wait on someone to pick it up or if they have questions, etc. The whole process of applying (outside of just waiting as I was a walk-in) was about 15 minutes. 1000% worth going in person.

Best of luck.

Interesting. I was told I was not allowed to apply in person as I didn't have a trip scheduled. So ended up mailing our three applications on Dec 2nd. They got them on Dec 6th and didn't hear anything until yesterday when they left a voicemail on our 16 year old sons phone asking for him to call. So I just called them today and they processed our payments while I was on the phone (I had given them a debit card and they only take credit).
They've told me the passports will now be sent to print and should be on their way in about a week...

So it seems I got lucky, then; it now appears that, due to Omicron, the office is now by appointment only. I just did a walkin to the Montreal office on Rene Levesque on December 9th for the initial interview/application and then again on the 23rd for the passport pickup (worth noting that others were there without appointments as well); guessing it went into lockdown soon thereafter.

Good luck; hope you get your passports soon!

They just changed this I booked in Dec without any travel booked. my appointment was on snow storm day in Jan 17 so I had to cancel and try to book again. It says only unperson appt if booked flight. I did fill the form any way and got call but went to voicemail so hoping they call for 3rd time otherwise have to fill the form again.

Canada is trying to tell me that I should stay home while my husband and son go away. They got their passports a couple of days ago but not me. I’m ok with that. The house should be quiet.

Could you travel on your UK passport and apply for a special authorization to re-enter Canada? https://www.canada.ca/en/immigration...a.html#findOut

As a data point for passports, I mailed off 2 passport applications (first time adult) for my step siblings on Dec 12 or 13, via diplomatic courier from my MP's office, payment was processed Jan 22, still have not received the passports.

I got mine a couple of days later. I’m guessing if you haven’t had them yet you’ll get them any day now.
