Sadly it would not only be India where this would happen - you would probably have even less chance of treatment in the good old USofA until they had ascertained your insurance cover.

Rickshaws to agree to meters if they get 100% increase (for 1st Km.) - from ₹15 to ₹30 - and subsequent Km. from ₹12 to ₹15.

Trouble is rickshaw (and taxi) drivers seem to forget the 'subsequent Km.' bit!
... and the latest official prices that I can find say ₹13 then ₹10 while the Goa Tourist site says a flat rate of ₹7.
