Sadly it would not only be India where this would happen - you would probably have even less chance of treatment in the good old USofA until they had ascertained your insurance cover.

19 Oct: Herald. Dabolim has had umpteen instances of bird hits damaging passenger aircraft … One of the mains reasons for bird hits is the dumping of garbage in the vicinity of the airport… there have also been numerous instances of personnel - both civilian and naval - crisscrossing the airstrip on vehicles as short- cut to their destination… a six- month- old breach in the compound wall of the airport has become a happy entrance point for cattle and sundry others wishing to stroll into an otherwise “ high security” airport area,..

The orthopaedics department of the Goa Medical College performed a computer-navigated knee replacement surgery on a 75-year-old female patient … The super computer used for the surgery is a demo unit given to the GMC and has been imported from the US… the surgery would have cost 4.5 lakh if done privately but done free for the 75-year old patient…

22 Oct: Daily Telegraph. The Indian government has launched a 'no lavatory, no bride' campaign, telling women to reject potential suitors if they cannot provide an inside lavatory. The comments were made by India's controversial rural development minister, Jairam Ramesh, who recently angered Hindus by pointing out there were more temples than lavatories for the country's 1.2 billion people

Rickshaws to agree to meters if they get 100% increase (for 1st Km.) - from ₹15 to ₹30 - and subsequent Km. from ₹12 to ₹15.
Trouble is rickshaw (and taxi) drivers seem to forget the 'subsequent Km.' bit!
... and the latest official prices that I can find say ₹13 then ₹10 while the Goa Tourist site says a flat rate of ₹7.

Is anybody really surprised? Over the past few months a number of contributors have predicted that there was going to be a problem and it seems been proved right; the really surprising thing is that when so many contributors to this forum have predicted these problems how is it that the various officials haven't?

Take you garbage home - Goa village tell tourists - hope this is pointed out to the indian tourists, and local men who picnic on the beaches and leave such litter, from their BBQ, tinnies etc.
