I'm certain that he means well, but he has fallen into the same trap that politicians fall into - half promising things that just won't happen.
There will be no "special status" for Goa (meaning restrictions on the entry / residence/ working/ property rights of non-Goans) because it would be flagrantly against the Indian Constitution, and the other States wouldn't stand for it.

There will be special status since there is every reason for it. Not to concede special status to Goa would be seen globally as permitting the destruction of a unique place and turning a blind eye when something positive can be done before it's far too late. Other state have no equal case.

Sounds like the usual cock-up - there is a rule that you can only fly out with the charter carrier you came with, therefore if you came scheduled you can no longer buy a charter ticket home, and if you came by e.g. Thomas Cook you can't return with First Choice - but you can fly BA scheduled (why shouldn't you?) - in fact the rule sets down what charter carriers can do, not what passengers can do .
Anyway the story doesn't add up - why should anyone be stopped from boarding a domestic flight to Mumbai? and why would anyone at Mumbai try to enforce a misunderstood rule that allegedly only applies to Goa?
What the authorities do have to do in the current case is allow charter carriers to aggregate capacity to get people out.

more nonsense in the papers:

...a charter tourist in Goa must return by a chartered flight, except if leaving the country from bigger airports such as Mumbai...
bigger airports such as the ones scheduled flights leave from!!!!!
