If an employer really can't find someone, they might also be willing to fast track him on an IT work visa ... once you hit Canada, you can then start the PR ball rolling.

It was bloomin' hard for my husband to find work at managerial level - in Winnipeg they like to recruit at entry level and people are very protective of their jobs - so coming in at a higher level becomes a problem.
