RickD's spot on. Vancouver is a city of niche social circles. If you're into indie rock, go to the Biltmore. You'll meet friends. Volunteer as a photographer for a local blog. You'll meet friends. Love beer/ales? Join CAMRA Vancouver branch and meet up with your fellow beer geeks. If you use Twitter, look up #YVRBeerTweetup - you'll meet a lot of the same people: local beer geeks. That's a huge Vancouver social circle. Heck, sit at the bar at Brassneck Brewery, Parallel 49 Brewing, or 33 Acres, and introduce yourself to your neighbours at the common tables/bar. People here are open to socializing. Learn to swing dance and go to the local swing dancing meets. Go to Commercial Drive for the World Cup and enjoy the sunshine at Grandview Park - say hello to people. Go to the Vancouver Farmers Market at Trout Lake Park - introduce yourself to the vendors.
North Vancouver, I know is very nice, but I can't imagine it being the easiest community to meet new people.
Once again, I stress that Vancouver has niche social circles, but once you introduce yourself to one of them, you'll see the same people time and again, and it therefore becomes extremely easy to meet people.

Try Meetup.cpm - choose your area and interests. I use to for running clubs / hashing.

Why is that funny? There's an Edmonton one and a Toronto one being planned at the moment, Edmonton this week and Toronto next week. I haven't seen one planned for Vancouver since I've been around - why not try? Not everyone is as cynical as you appear to be.

It may be quite pretty but I can't stand the people. I met a guy in Vancouver a few years ago who was from there but had been away for yonks. He couldn't stand the locals either.
He said "smug". I said "up themselves".
We were pretty much saying the same thing.
