In today's Twitter - Facebook, as well as political populism, it's hard to understand what is real, and what not.
Brexit, Johnson, and Trump are certainly diluting everything.
It's sad that when things like this happen, it's hard or uneasy to believe things.

Hi Winterdiva just wanted to let you know, non-landed PRs are still allowed to come to Canada currently, you just have to self isolate for 14 days upon arrival:

That being said a lot of flights are being cancelled...
If you haven’t landed yet
If we approved your permanent residence application before March 18, 2020, but you haven’t landed yet, you’re also exempt from the travel restrictions and allowed to come to Canada. You must isolate for 14 days when you arrive even if you have no symptoms. This is mandatory.
