No, it isn't. You pay your Dr extra for his services. Say the medicare cost per patient is $35 thats all they get for seeing you. Say your GP charges $50 to see him you will then get the $35 back from medicare and you will have paid $15.

I don't feel the need to pay the extra when I pay the levvy and can easily tell them that my daughter had conjunctivitus ad can we have some cream please
