Your sure about qantas? I'm not totally sure they refueled but I would bet a few pound on it that they did (as the "patrol-men" was working below the aircraft..).
Most Airlines allow refuelling when the Airport FD is present (which of course costs a bit...why it's often cheaper to get rid of those nasty passengers

Agree on the rules being different. In Jo'burg for instance you must turn the cell phone off at the security check, can't have it turned on airside. I've had fun time looking for a German colleague of mine not being able to just call and ask where the heck was he.
