Playstation claim that all there games are region free, UMD's are region encoded though 
but IMO your best downgrading the firmware so you can run homebrew.....muhahahahahah
As for the power, all you need is a figure of 8 cable, mine's a jap model and all I did was use the cable from an old tape player and i've never had any problems with it.
