The reason the contract calls up the need to clearly identify boundaries is to ensure it is the correct site. It has happened before on a greeenfield site where the first house was placed on the wrong block and the rest just followed along assuming they were right.
The markers are also to ensure that the house is correctly set back from the boundaries. Fences are notoriously inaccurate boundary 'markers'.

Registered and licenced surveyor usually does the pegs if ones missing, they carry liability insurance and there should be paperwork stating as such the pegs are correct, its your comeback if there is a problem, the pegs should have been identitfied as correct when you bought the land, if they were not the developer could be requested to re instate them at his cost .
Dont underestimate the legal battle$$$ the neighbours can go for if your house is even a few CMs out, especially small lots where boundary relaxations often happen, houses a few cms over things like sewer easements cause major legals too. It happens, going off what your neighbour assumes is correct is dodgy at best.
