An advantage of having an ESTA is that you don't have to fill out the I-94W by hand.

When you go to get your visa they will print it for you.

It does save a little bit of time that way.

The bottom line is that you can apply, but you would need to be resident in Canada for them to grant you Citizenship.

They expect you to have 3 years out of 4 not just at the time of application...
