Are you trying to say that you already work for a company in the UK which is in the process of setting up an office in the US? If so, and if you have already worked for that company for more than a year then, assuming that the company knows what it is doing, and that you are suitably qualified from the visa perspective, and that there are no undisclosed complications then you should probably be able to get an L-1 visa fairly quickly - anything else and you are probably looking at either a long wait for an H-1 visa or just not being able to get a visa at all ...

It should be your company that is able to offer you health insurance, not you arranging an individual policy.
With a company based health insurance policy you still pay premiums but these are usually subsidised to an extent by the company.
