..... you watch any sport on TV and expect to find the clock stopped most of the time and the teams standing around scratching their butts, ..... except when the game has stopped completely for breaks between quarters/ innings.

Weather forecasters do the same - "the forecast today calls for sun and 70 degrees". The forecast is inanimate, it cannot take an action and therefore it is inappropriate to make it the subject of the sentence. It can't "call" for anything.
In British English it would be "Today's forecast is sun and 20 degrees" - much better. And in the UK if you called for something, you would be asking for it, not predicting it.
Perhaps this ought to be in the Pet Peeves thread.
