Didn't Cruz propose an amendment (voted down) that excluded foreign pensions from the repeal? I thought I had read that somewhere...

I'm not sure it is a small percentage. Not all government workers 'opted out' of paying FICA. Only 2.1 million people are affected by WEP in total, so I think the figure for immigrants might be substantial. None of the proponents even mentioned foreign recipients, so of course no-one was giving figures for that. It was noticeable that most of the egregious examples of how people were being affected were actually examples of GPO, which might account for a larger percentage of that $200 billion. They're the ones who may be seeing windfalls of thousands of dollars a month, in some cases. For most WEPd people, the average impact may only be $2-300.

Could be. Way early on in the debate I vaguely recall reading something about foreign recipients being excluded, but it went away. Had they had to explain the rationale for that, it would have contradicted their rationale for removing WEP for public workers.
