where to get: certificate of singleness
On my next visit to Kiev, Ukraine, my fiance and I will apply to be married. One of the application requirements is an official letter certifying that I have never been married (that's what she said... I'm assuming that she meant "am not married", but it doesn't really matter because both are true). Where would I get such a piece of paper?

When I was married in Russia, I was also required to have such a document. I
went to the US embassy and swore an oath to a consular officer that I had never
been married before. I was then given a certified document from the consular
officer. The embassy was very well prepared for such requests. They even have
the dcuments, printed in Cyrillic, for this. I would contact the embassy in
Ukraine to see if they have the same service available. The fee was $45.00.

Usually, the US consulate is where you go to get papers for procedures
that are specific to a country. They should also be able to provide
translation services.

Why don't you go to the messageboard on
www.global7network.com and ask
one of the guys there? They would know about that part of the world.
When I got married in China I first had to go to the nearest US
Consulate and swear an affidavit that I was not married. It is a
service they are very happy to provide. The consular chief swore me
in and I had to repeat after him, and so on, and they gave me a nice
official piece of paper. This particular consulate did not do
immigrant visas but they were able to provide this affidavit service.
I believe any consulate could do it. I know Ukraine does not process
immigrant visas and people have to go to Moscow but maybe the embassy
in Ukraine would be able to give you the paper you need.

You can also get one from the Secretary of State and/or Commonwealth of where you live. My friend, Ann, had to get one from Tennessee when she was getting married to a gentleman in Rotterdam.
