I'd recommend Japanese for quality, reliability and typically better re-sale value. I'd recommend either Honda CRV or Toyota RAV4. Both are "SUVs" as such, but are still small and based on car platforms. They give you the benefit of a slightly taller ride, very light off-road capability and car-like handling. They are also reasonably economical compared to US motors.
I wouldn't buy from a private seller unless you feel extremely comfortable looking at cars and judging their condition - or the car is still under factory warranty.
I would consider buying a used car from a (manufacturer) dealer so long as they offer a certified used vehicle program (should be no probs with Honda or Toyota dealers).
Check out the forums on edmunds.com for discussions on buying experiences and ownership experiences. And Edmund's TMV pricing gives you a good idea of vehicle prices so you don't get ripped off.
Good luck!

Possibly the new driver thing? Would do some serious shopping about after the 2-year driving history mark is passed if I were you. Get at least half a dozen quotes. As your credit and driving history have improved, it's time to go for different insurers who take account of this.
On a small point, the credit cards can boost your credit score but the bank accounts and phone bill will not and cannot.

Three is often quoted. However, two is better than none. And if you can find a company aiming for new drivers with two years without claims hoping to keep them after they've hit the three, you're quids in. I very much doubt however that the criteria are set at 23 months and 3 weeks and six days -- hence the suggestion to have a good blast at two. Nothing is written in stone in the financial industry!
What have you wasted? Couple of hours to document everything and put in for quotes. The bigger the bill, the more worthwhile it is! It won't affect her credit score - insurance enquiries aren't counted by FICO.
