A spokesperson for the National Conference on Public Employee Retirement Systems added "since the effective date of H.R 82 [the Social Security Fairness Act] is after December 2023, by law SSA has to figure out a way to pay retroactive benefits to those affected in 2024."
If they have to figure it out, then one should not hold one's breath to get anything soon - especially with Trump making offers for those who don't want to go back to the office to work, to retire early..... less people, longer lead times ?

My wife is one of the recipients but we expect that it will take a year. Maybe longer than a year now if the SSA loses a lot experienced people who take up the redundancy offer that went out to 2 million federal employees the other day.
