VWP to F1 status change
I am a UK Citizen applying for a program in the US.
I am here in the US right currently (on the Visa Waiver - 90 days)
How do i go about converting from being on the visa waiver to a F1 status ?
Is this possible ? How long does it take to change the status ?
And while awaiting the change of status, can I remain here in the US

First, you need to be accepted at a qualifying US school, then you need to get an I-20 from them, and then you apply for an F-1 visa. You need to be outside the US to get the visa, and you must attend an interview at a US Consulate abroad.
And while awaiting the change of status, can I remain here in the US

The good news is that the F1 visa process is relatively quick and straightforward (assuming that you meet all of the requirements).
The first step, as Ian said, is to apply to a college and get an I-20 from from them (which will require that you demonstrate to them that you have sufficient funds available to pay for both the tuition fees and your accommodation and living expenses).
Once you have the I-20 you pay a SEVIS fee and then you can schedule an appointment for your visa interview which will take place outside of the US at a US embassy or consulate - normally in your country of residence.
The wait time for F1 visa interviews is normally only a couple of weeks.
