The Homeowners Association is a very real problem here in California. I got fined $50 because I removed a hideous skinny tree from my front lawn. You have to have a tree every 30 feet and the ONLY tree you can plant is a poor growing "tree" that looks more like a houseplant. It's very frustrating but in our former neighborhood which was older and had no more formal association people let their grass die and get overgrown. It's sad that we need to be mandated on taking care of our homes but apparently lack of it makes for a run down neighborhood. There isn't much of a happy medium.

Well our HOA (who to my knowledge hasn't fined anyone) would take the money into the account that provides certain things-ie-our road and streets are privately owned by the HOA rather than the county, so our repsonsibility. The lighting-street lights, several social events every year, website, wells-testing water and maintaining the wells and the landscaping and groundskeeping-we pay 15.00 a month dues and 35.00 a month for our water..

well - not really my thread as I personally have nothing to do with the USA - but some of the US tourists in Venice have to be seen (and heard) to be believed.
And yes - I'm talking about culture - and sometimes even just good manners !
