Anybody can open a bank account; there's no requirement to be in the US legally to so do. And this is unlikely to change given the strength of the banking lobby and the profitability of providing banking services to such large numbers of people. Alternatively, take your paycheck to the local check-cashing service
The SSN is easy: you can buy one for $50! Sometimes they are totally false in which case the SSA will inform the employer after a year or so. The employee simply changes it (and possibly their name) with the employer's convince, or just moves on to the next job if they wish. Some SSNs are shared by many people under the same name. I've also come across people who've bought a more expensive SSN that is unique and appears under the system with their name. They've established full credit histories under it. Driving licenses are equally easy. You can have a nice copy that would fool any employer for $100, or a real one that's entered in the system and would keep a cop happy for a little more. State employees are not even particularly expensive to bribe.
Of course, if the authorities wanted to stop this, they have the resources available. It shouldn't take too much to search the SSA or IRS database and discover that there are 723 Jose Garcia's working simultaneously in 36 different states but all using the same SSN. But they wouldn't want to do that, would they!
