Dude, ask DVLA for a form D737. It is used officially to confirm your driving rights, validation, points etc - for when and if you ever change your DVLA license for a Foreign one.. It cost me 5pounds all in for them to post it to the States.

I'm using it to get my Spanish one. And I'm as sure that your local DMVehicle agency will accept this also.

Also are you sure it's not the "V750 Certificate Of Entitlement"

I eventually got a great deal with State farm here in LA. Paying $115 p/mo
based on hubby's 9 year clean driving record.
